REGION 1
WEBSITE POLICY
Aug. 16, 2001
1. The Commander, Region 1, will be responsible for the operation and maintenance of a website.
2. Chapter Commanders, Region 1, will be responsible for appointing a Chapter webmaster who will provide internet communications with the website.
3. The website will serve the Commanders as:
a. A supplemental communications vehicle.
b. A focal point for the Region Awards Program.
c. An exchange of ideas and information.
d. A repository for Region activities and records.
4. The Region website will be managed by a Region webmaster, who will be appointed by the Region 1 Commander for the length of his term in office.
5. Website communications will be as follows:
a. Region staff directives, announcements and newsletters will be posted on the website by the Region webmaster for the Commander.
b. Chapter incoming communiqués:
1. Chapter awards and records data will be submitted by the Chapter webmaster, on behalf of the Chapter Commander, for posting by the Region webmaster.
2.. General Information may be submitted by e-mail or snail mail from any companion for consideration for posting by the Region webmaster.

REGION I
CONVENTION RULES
1. Subject to provisions of National and Region I Constitutions and Bylaws, The Military Order of the World Wars, Convention proceedings shall be governed by Robert's Rules of Order. (latest revised edition) Any case not so covered, shall be decided by the Convention.
2. A Delegate desiring the privilege of the floor, shall arise, address the presiding officer as "Companion Chairman". When recognized he shall state his name and chapter.
3. A Delegate granted the privilege of the floor, shall confine his remarks to the question under consideration.
4. Only duly accredited Delegates or their Alternates, shall participate in business coming before the Convention.
5. No person shall be given the privilege of the floor a second time on any question until others, privileged and desiring to speak, have done so, except that Committee
Chairmen may speak more than once on matters pertaining to their committees.
6. Delegates shall be limited to three minutes speaking time and Committee
Chairmen to five minutes. Upon request, the Presiding Officer may, at his discretion and with the consent of the Convention, grant a speaker additional time.
7. Unless otherwise indicated by appropriate Constitutions and Bylaws or Rules of Order, action by the Convention shall be by majority of the votes cast.
8. When results of a voice vote appear doubtful, the Chairman or the Convention may call for a standing vote, if there is still doubt, for a roll call. On a standing vote, all voting Delegates shall remain standing for the count.
9. On a roll call vote, there shall be no passing. As each Chapter is called in alphabetical order, the Chapter Delegates present shall answer to their names and cast their votes individually.
10. For the election of officers, nominating speeches shall be limited to three minutes and seconding speeches to two
minutes.
11. Following the report of the Nominating Committee, nominations and election for each office shall proceed in order.
Election of Department Officers will be conducted in Department caucus during a
recess called for that purpose.

REGION I - The MILITARY ORDER of the WORLD WARS
BY-LAWS
ARTICLE I NAME
The name of this organization shall be "REGION I - The MILITARY ORDER of the WORLD WARS'. .
ARTICLE II OBJECTIVES
The OBJECTIVES of REGION I are those exemplified in the PREAMBLE to the National Constitution of the MILITARY ORDER of the WORLD WARS
ARTICLE III MEMBERSHIP
Sec 1 REGION I jurisdiction encompasses the six New England States.
Sec 2 All members of Region I must first be a member of an authorized Chapter or Cadre, MILITARY ORDER of the WORLD
WARS.
Sec 3 The membership shall be organized into; Region Staff, Departments, State, Chapters and Cadres.
Sec 4 Honorary Membership in the Order may not be conferred upon any person.
ARTICLE IV OFFICERS
Sec. 1 The General Staff of the National Order is recognized as the governing body, and the Constitution
Bylaws of the
National Order are recognized and indorsed as the basic law of the Order, to which this Region and these Bylaws
shall remain subordinate.
Sec. 2 Region Officers shall consist of the following :
a. Elected
b. Appointed
Commander
Adjutant
General Staff O
Treasurer
Sr. Vice Cmdr
Chaplain
Jr. Vice Cmdr
Judge Advocate
Historian
Sgt-at-Arms
c. The office of Adjutant & Treasurer may be filled by one Companion.
Sec. 3 Region I Officer election procedures:
a. The Nominating Committee consisting of the immediate Past Region
Commander, Department, State and Chapter Commanders, shall select a slate of elective Officers and present this slate to the Region and Chapter Adjutants for their
information, and distribution to their delegates, at least forty-five days prior to the Convention
b. Any office with 2 or more nominees shall be determined by a secret ballot and a
plurality of one vote shall elect, with a tie vote decided by the ballot cast by the Commander.
c. Appointive officers shall be appointed by the Commander-elect subsequent to his election and prior to his installation.
d. Region I officers shall be installed so as to fulfill their offices , wilhout
compensation, for a period of one year. The officers so elected and installed at the Regional Convention
shall assume the duties of their offices immediately after installation. They
shall serve for one year, or until their successors are elected or appointed and
installed.
Sec. 4 The duties of Region Officers shall be comparable to the duties of National Officers as defined in the National Constitution & Bylaws, adjusted to the Region level.
Sec. 5 Should the office of Commander or Vice Commander be vacated due to death, disability, resignation or removal from office, a Vice Commander shall succeed to the office as determined by the
Region Staff.
ARTICLE VI REGION STAFF
Sec. 1 The following shall constitute the Region I staff:
a. Elected Region Officers
b. Appointed Region Officers
c. Two immediate Past Region I Commanders
d. Members of the Region who are also National, Department and State Commanders
e. Chapter Commanders
Sec. 2 The Commander shall act as the Chairperson and the Adjutant as the secretary, each with a
vote, and the Staff shall meet three limes between Conventions at the call of the
Commander, seven members constituting a quorum.
Sec. 3 Duties of the Region Staff:
a. Act as the Executive Committee for the Region.
b. Consider and recommend courses of action requiring action by the Region.
c. Recommend nominees to the canvassing Committee.
d. Remove officers who fail to perform their dulies.
ARTICLE VII MEETINGS
A. GENERAL:
Sec. 1 A Region I and Department Convention shall be
held annually no later than the Second Saturday in June, at such place as determined by the
Region I Staff."
Sec. 2 Notwithstanding anything lo the contrary in the By-Laws, when, because of war or other grave disaster or
exlraordinary emergency or act of God, or of operation or force of law, the holding of the annual Region I Convention is made impracticable, all the functions, powers and duties of said Convention shall be and are hereby invested in the Region Staff , hereinafter call the
"Ruling Body"
Sec 3 In the event of such emergency the Ruling Body may use the maiI, telephone
and/or any other method of communication to decide appropriate essential functions, or as they may otherwise prescribe.
B.
CONVENTION:
Sec. 1 The legislative body of REGION I shall be the annual Region Convention.
Sec. 2 Each Chapter shall be entitled to two (2) delegates at large plus one (1) delegate for every twenty-five members or a major fraction thereof. Members of Regional Staff and National General Staff who are members of a Region Chapter shall not serve as Chapter delegates.
Sec. 3 A member may represent but one Chapter and proxies are not allowed. A duly accredited alternate may attend and
vote in the absence of a listed delegate.
Sec. 4 The Region "Convention Rules" shall prescribe the action taken at a Region I Convention.
Sec 5 The order of business at all Region Conventions and Staff Meetings shall follow the Order of Business as established in the National Bylaws Article XI Sections 1
and 2.
Sec 6 The National Colors and Flag of the Order shall be on display at every Region meeting.
ARTICLE VIII FINANCES
Sec. 1 The fiscal year of Region I shall begin on 1 July.
Sec. 2 Each Chapter shall be annually assessed and pay to the Region Treasurer, not later than 1 September, said
assessment based on the number of living Members in each Chapter as of 30 June. Further each Chapter shall pay an assessment to their respective
Department or State organization the assessment to be determined at the annual Region I and
Department Convention.
ARTICLE IX COMMITTEES
Sec. 1 The following list represents the Committees utilized to implement the work of the Order, the duties of
whlch are specified in the National Bylaws, Article X, as well as the Handbook of the Order:
a. Membership

Sec. 2 With the exception of Nominating committee these committees shall be comprised of a minimum of three
members. The Commander shall appoint the Chairman and the Chairman will select the balance of the committee.
$ec. 3 Committee Chairmen shall submit written reports at each Region I Convention and may be required to furnish
written and/or verbal reports at any time to the Commander and/or Staff.
ARTICLE X CHANNELS of COMMUNICATIONS
Sec. 1 In addition to the provisions of Article VIII, Section 1 of the National Bylaws, matters of internal government of the Region shall be processed
through the Department or State Organization where applicable, and thence through the appropriate Regional Officers and/or Staff so
that the Officers or Staff concerned may have the opportunity of passing on any matter of policy prior to submission to the National Officers and/or the General
Staff.
ARTICLE XI PARLIAMENTARY AUTHORITY
Sec. 1 Robert's Rules of Order, revised, shall govern the parliamentary procedure at all meetings, subject to precedence of the National Constitution of the Order.
ARTICLE XII ADOPTION AND AMENDMENT
Sec 1 These Bylaws shall become effective immediately upon their adoption by a majority vote.
Sec. 2 These Bylaws may be amended at any Region I Convention by a 2/3 vote of the delegates present and voting. Provided that the proposed amendments are submitted to the Bylaws
committee ninety days prior to the Convention. Said Committee shall inform the Region Staff, Department, State and Chapter Commander of amendments sixty days in advance of Convention.
ARTICLE XIII SAVING CLAUSE
Sec. 1 It is hereby intended that, if for any reason whatsoever a portion of these Bylaws is not adopted or ratified, or is
subsequently declared invalid, that the remaining portion of these Bylaws shall
not fail as a result of the partial failure. but shall continue in full force and effect
unabated, as if no invalidity has occurred.
