Oral and written reports were received from the Chapters represented. The
Granite State Chapter had sent a report via the web site. All reports were very
well received. (Copies are on file at the Region 1 headquarters.)
The Region 1 Commander, COL Gerard Hayes, discussed the Region 1 web site
and the need for all Chapters to provide assistance to Web Master, COL Jack
Akin, in order to make the web site the excellent communication vehicle that it
can be. COL Akin has been doing an excellent job in establishing and maintaining
the website, but the Chapters have not been providing data for posting. All
Chapters were requested to ensure that COL Akin is on the distribution list for
all relevant communications dispatched by Chapters. It would be helpful if each
Chapter appointed a Web Site Officer to follow up to ensure that Chapter
information actually reaches COL Akin.
The Region 1 Awards Review Committee, chaired by MAJ Rey Moreau, presented a
report on deliberations concerning possible changes in the Region 1 Awards
Program. The charge to the committee had been to determine whether or not each
Chapter can be reasonably competitive for the awards at present, and, if not, to
make recommendations for suitable improvements. Included in this review was
consideration of a weighting system proposed by COL Jack Akin, as well as a
suggestion by COL Akin for the creation of new Region 1 awards to honor
individual deceased Region companions of note. With regard to the proposed new
awards, the committee recommended that a single award be established to honor
the memory of distinguished, deceased companions. There was concern that
individual awards would lead to a proliferation of awards that would in time
lessen the significance of the recognition. There was a consensus in the
committee that the competitiveness question needed to be reviewed further. The
Committee chair indicated that he would like to obtain records regarding the
awards program from the family of former Awards Program Chair, the late Jack Mc
Donald, in order to understand the history of the present program.
In view of the above report from the Awards Review Committee, the conference
attendees voted to establish The MOWW Region 1 Distinguished Companion Memorial
Award to recognize all deceased companions of note nominated by Chapters and
approved by Region members at an annual convention. It was further voted that
deceased companions Cameron, McDonald, and Newburg be recognized as the first
recipients of the new award .The Awards Review Committee was requested to
develop recommended procedures for nominating and considering future recipients,
as well as to recommend the design and procurement of the actual award. The
committee was also requested to proceed with the full awards program review and
to report at the next Convention.
The Robbins Award for greatest gain in Chapter membership was presented to
the General Chamberlain Chapter. COL Robert Barton, Commander, accepted on
behalf of the Chapter. The Region 1 Commander expressed congratulations to the
Chapter companions and to COL Barton for a job well done! Some discussion of the
criteria for future selection for the Robbins award was held. The Awards Review
Committee was asked to consider the feasibility of two recipients each year: one
for the greatest improvement in membership on a percent basis, and one for the
largest increase in numbers. It was voted that the time period for the award of
the Robbins Award would be the 12 month period ending on June 30 of each year.
This time period was adopted to coincide with the current membership reporting
by MOWW HQ. On this basis, the award would be presented at future Mid Winter
Conferences.
Commander Bob Gillen, YPAL Foundation President, reported on plans for the
2003 program scheduled for 27-30 April. Approximately 30-35 cadets will be
registered for the YPAL which will be held at the Constitution Inn and the
Charlestown Navy Yard Park Service facilities as in the past. The Freedom Trail
will again be used as an outside classroom. All Companions were invited to
attend the YPAL banquet to meet the Cadets and the MOWW CINC who will be invited
to attend. Commander Gillen was congratulated and thanked for his extraordinary
dedication to and execution of this outstanding program.
The Region 1 Annual Conference site and date were discussed and the
Narragansett Chapter agreed to host the conference at Newport, Rhode Island in
June on a date to be determined. Further information will be distributed as soon
as it becomes available.
The meeting was adjourned at 1215 hours and was followed by lunch.

REGION 1 ANNUAL CONVENTION
"NOTICE REGARDING REGION 1 AWARD DETERMINATIONS:
The Region 1 Awards Review Committee has not been able to complete the
task of reviewing and revising the Region 1 Awards Manual and desires further
consultation with attendees at the Convention. This years awards will be
processed in accordance with existing criteria. In this regard, it would be
helpful if all Chapters would provide input regarding Chapter activities as of
May 31 to the Web Master using either the "input form" or the
"sample form" found on the Awards page of the website not later than 3
June. Chapter’s without computer capability should submit hard copy data to
the Adjutant by mail ( Col Arthur Marcotti, 215 Laurel St, Melrose, MA 02176 )
in sufficient time for receipt by 5 June or , if necessary, at the Conference.
The Robbins award will be presented at the Mid Winter Conference based on
data for the 12 month period ending 30 June, 2003 IAW the vote at the last Mid
Winter Conference."

MOWW REGION 1 CONVENTION MINUTES
JUNE 8, 2002
The Region I 2002 Convention, hosted by the Department of
Massachusetts, was held at the mount Vernon Restaurant in Somerville,
Massachusetts. There were 22 Companions and friends in attendance. (List
of attendees is on file at the Region 1 headquarters)
In his welcoming remarks, Commander Bob Gillen advised all concerned
that the Region I Commander, Major Walter McEnaney, would not be present
due to poor health. Walt, in his letter of 6 June 2002 recommended that
the session be conducted by Major Reynald A. Moreau, the General Staff
Officer. Ray then assumed the Chair.
Judy Moreau provided a moving Invocation. (Later a moment of silence
was held in memory of three of our departed companions, Colonel Jack
MacDonald, Commander Eric Newberg and Colonel Don Pray.)
Colonel Gerry Hayes led the convention in the Pledge of Allegiance.
Vice Commander-in-Chief Burt Rice led the MOWW members in reciting the
Preamble.
Commander Gillen called the roll of delegates. Of the nine chapters in
Region I, six were present. There were no representatives from New Haven,
New London or Narragansett Bay.
The reading of the Minutes of the last convention was waived.
The bank statements and bankbook provided by the Treasurer Mel Fuller
were reviewed and accepted as the Treasurer’s Report. (Mel was unable to
attend but had previously delivered all material to the Region Commander,
who in turn, gave it to Lieutenant Colonel Mike Jarvis who brought it to
the convention for delivery to who ever the convention elected as the new
Adjutant/Treasurer.)
The Region I Commanders Report
This consisted of his June 6, 2002 letter, which is on file in the
Region 1 headquarters.
Department/State/Chapter Commanders Reports
Written reports from the Department of Massachusetts Commander; Maine
State Commander; and the Greater Boston and General Joshua Chamberlain
Chapters were distributed. (Copies are on file in the Region 1
headquarters). The other chapters present provided oral reports. All
reports were very well received. Special mention must be made of the oral
reports provided by Jack Akin of New Hampshire and Dennis V. Christo,
representing the Worcester Chapter. In addition to providing a stirring
report, Jack Akin provided us with a prerecorded tape of a song he
composed and had performed by youngsters of his church in New London New
Hampshire. All were very moved and think Jack has a great future as the
Region I troubadour. Dennis Christo’s report was exceptionally thorough.
By the time he finished, all present were fully conversant with everything
that had happened in the Worcester Chapter for the past year. Thank you,
Dennis. CDR Gillen, in his report, noted that the New Bedford Chapter has
been disbanded and that most of its members have merged with the
Narragansett Bay Chapter. All hands wish them the best of luck.
AWARDS COMMITTEE REPORTS
In the place of the late Jack McDonald, the General Staff Officer,
Major Ray Moreau coordinated the presentation of the awards. Chapter
Activities Award Chair, Captain Leo Lazo; Patriotic Activities Chair Lt
Judy Moreau; and the ROTC Chair LTC Mike Jarvis reported the following
results:
